Russia’s latest criminal case against Telegram founder Pavel Durov marks the most significant escalation yet in the country’s years-long campaign against the messaging platform. The move shifts enforcement beyond regulatory penalties against Telegram itself and directly targets its founder with criminal charges and an international wanted listing.

How Russia’s Campaign Against Telegram Reached This Point

According to Russia’s Federal Security Service (FSB), Pavel Durov has been charged under Part 1.1 of Article 205.1 of the Russian Criminal Code for allegedly facilitating terrorist activity. Authorities claim Telegram failed to remove channels, chats and bots allegedly used by Ukrainian intelligence services, terrorist organizations and extremist groups to coordinate sabotage, terrorist attacks and cyber fraud inside Russia, according to local news agency Interfax.

This development follows months of mounting regulatory pressure. Russian communications regulator Roskomnadzor previously maintained restrictions on Telegram, arguing the platform continued to violate Russian law by failing to remove prohibited content. Russian authorities have also said Telegram accumulated more than 100 million rubles in administrative fines this year before the dispute escalated into a criminal case against the company’s founder.

Shortly after Russia announced the charges and placed Pavel Durov on an international wanted list, Telegram’s official X account posted an image of Durov making an obscene gesture without any accompanying statement.

The company did not provide any explanation or comment alongside the post. At the time of publication, Telegram had not issued an official written response to the criminal charges.

Shares of TON Strategy Co. (NASDAQ: TONX), a company focused on the TON ecosystem, closed at $3.27, down 2.39% during the session. The stock movement occurred on the same day as Russia announced criminal charges against Telegram founder Pavel Durov, although no direct connection between the decline and the legal proceedings has been established.

The case does not directly target The Open Network (TON), and Russian authorities have not announced any enforcement action against the blockchain. The proceedings are focused on Telegram and Pavel Durov rather than TON itself.

Why Authorities Escalated the Case

Russian authorities argue that previous enforcement measures did not bring Telegram into compliance with domestic content-removal requirements. From Moscow’s perspective, the progression from platform restrictions to administrative fines and now criminal charges reflects an increasingly aggressive enforcement strategy rather than an isolated legal action.

The allegations remain accusations by Russian authorities and have not been tested in court.

For regulators, the case illustrates an increasing willingness to pursue platform operators personally rather than relying solely on penalties against the service itself.

Russia’s pressure campaign has extended beyond today’s announcement. Earlier this year, Telegram also faced operational disruptions, including the temporary suspension of the t.me domain that affected parts of the TON ecosystem, highlighting the broader challenges surrounding the messaging platform.

Telegram has also faced regulatory scrutiny outside Russia. On June 16, 2026, India temporarily restricted access to the messaging platform ahead of the NEET re-examination, a move that also affected crypto communities relying on Telegram.
