  • Coinbase Ireland Limited agreed to pay a €3.25 million fine to the Central Bank of Ireland on October 22, 2026, resolving an investigation into customer fund safeguarding failures
  • The regulator identified five separate problem areas spanning 2023 through the first half of 2024, including fund commingling during the 2023 US banking crisis and a coding error in a safeguarding calculation dashboard
  • Coinbase said no client suffered any financial loss or was ever unable to access their funds as a result of the issues

Coinbase Ireland Limited, the company’s European Economic Area entity, disclosed on October 22, 2026 that it had agreed to pay a €3.25 million fine to settle a Central Bank of Ireland investigation into how it safeguarded customer funds. The company said it had self-reported many of the underlying issues to the regulator back in January 2024, well before the investigation concluded with this settlement.

The Central Bank’s inquiry identified five distinct problem areas. During the 2023 US banking crisis, the company directed 30 customers to deposit funds into a Coinbase, Inc. account at a different US bank, mixing their money with another Coinbase entity’s customer funds rather than keeping it properly segregated. Separately, following the aftermath of Brexit, some customers in the European Economic Area continued sending deposits to older UK-based accounts, again mixing their funds with UK customer deposits rather than the correct EEA-specific account.

A third issue involved euro withdrawals: some withdrawal requests from US and UK customers of other Coinbase entities were paid out from Coinbase Ireland’s own safeguarding account, a structure that did not meet regulatory requirements for how that account was supposed to be used. A fourth problem traced back to coding errors in an internal calculation dashboard, which left the safeguarding account underfunded by an average of about 0.54 percent of its required total across 2023 and the first half of 2024. The fifth issue was procedural: Coinbase Ireland changed some of its safeguarding practices after submitting its original licence application without notifying the Central Bank of every change, as its licensing terms required.

Coinbase was explicit in its own statement about the practical impact on customers, saying no client suffered any financial loss or was ever unable to access their funds as a result of these historic practices, and that there was no customer impact overall. The company said it has since strengthened its safeguarding processes, including adding a dedicated guaranty bond and appointing a dedicated head of safeguarding, with its revised approach passing two separate independent third-party validations since January 2025 with no remaining issues identified.

The settlement lands at a moment when European regulators have been paying closer attention to how crypto exchanges handle customer funds under the bloc’s evolving regulatory framework, with Ireland historically serving as a hub for several large crypto firms’ EEA operations. Coinbase has separately moved its European headquarters to Luxembourg since the underlying issues occurred. The announcement, published on Coinbase’s own blog, framed the settlement as closing out a legacy issue rather than reflecting any ongoing problem with how the company currently handles customer funds.
