On-chain data shows that the transfer originated from a government-linked wallet and was sent to another address likely controlled by the same entity.

The movement of 123.7 BTC appears to be part of Bhutan. The Royal Government of Bhutan previously moved 519.7 BTC, valued at approximately $36.75 million, in an earlier transaction.
