Agora Wins Preliminary OCC Approval to Launch a National Trust Bank

Agora, a stablecoin infrastructure firm, received preliminary conditional approval from the Office of the Comptroller of the Currency to establish a federally chartered national trust bank, according to a post published on the company’s own site. The approval is preliminary and conditional rather than final, meaning Agora must still satisfy specific requirements set by the OCC before the charter is granted in full.

A national trust bank charter would bring Agora’s stablecoin issuance, custody, and transaction infrastructure under direct federal supervision, replacing the patchwork of state-level licenses and third-party banking relationships that stablecoin issuers have historically relied on to operate across the country. Federal supervision through the OCC carries its own compliance obligations, but it also removes dependence on individual state regulators and third-party bank partners whose own risk tolerance for crypto-related business has shifted noticeably over the past several years.

Agora’s CEO and co-founder Nick van Eck framed the move as part of a broader strategy of building financial infrastructure directly rather than through intermediaries, saying that outsourcing a piece of the stack to a third party hands that party leverage over a company’s own capabilities. A trust bank charter would let Agora hold and manage its stablecoin reserves and custody operations directly under federal oversight rather than through a partner bank.

Agora is not alone in pursuing this path. Stablecoin and digital-asset firms Catena and Bastion have also won conditional OCC approvals as part of what industry observers describe as an accelerating wave of federal trust charter applications from crypto-adjacent companies, a trend that has picked up as the OCC has signaled greater openness to chartering firms built around digital asset infrastructure than it showed in prior years.

Final approval is not guaranteed and typically requires the applicant to demonstrate it has built out the compliance, capital, and operational infrastructure the OCC requires of any national bank, a process that can take months beyond the preliminary conditional approval stage. Agora has not disclosed an expected timeline for satisfying the OCC’s remaining conditions.

The accelerating pace of conditional OCC approvals for stablecoin and digital-asset infrastructure firms marks a shift from several years ago, when few crypto-native companies pursued a national trust charter given the regulatory uncertainty and the more cautious posture US banking regulators had generally taken toward the industry. Whether that shift continues to broaden beyond the current small group of applicants will likely depend on how the first cohort, including Agora, performs once their charters move from conditional to final approval.
