Frame is designed as a cross-chain settlement network intended to let people, businesses, and AI agents transact across otherwise-separate blockchain economies without relying on third-party bridges, which the company’s disclosure frames as a persistent source of liquidity fragmentation and security risk across the industry. Transactions on Frame use ML-DSA-87, the post-quantum digital signature standard formalized by the National Institute of Standards and Technology under FIPS 204, and the network is engineered for settlement finality in under two seconds.

The filing describes Frame’s core problem statement as blockchain fragmentation: each chain today functions as a separate, siloed economy, and moving assets between them typically requires trusting a bridge, a category of infrastructure that has been repeatedly targeted in major crypto hacks.
