President Donald Trump has agreed to support an ethics provision tied to the Senate’s CLARITY Act, marking a significant breakthrough in negotiations over one of the most closely watched cryptocurrency bills in the United States. The move could remove one of the final major obstacles to advancing comprehensive digital asset legislation before Congress begins its August recess.

The agreement follows months of bipartisan discussions over ethics safeguards aimed at limiting how elected officials and senior government leaders can profit from digital assets while serving in office. The issue had become the primary point of contention as lawmakers worked toward securing enough bipartisan support to move the legislation to the Senate floor. White House adviser Patrick Witt previously said a U.S. Strategic Bitcoin Reserve announcement was expected within weeks.

Trump Agrees to Ethics Provision as Crypto Bill Inches Closer to Senate Vote

According to reports, Trump reportedly agreed to proposed ethics language after discussions with Republican Senators Cynthia Lummis and Bernie Moreno, along with White House crypto adviser Patrick Witt. The negotiations were aimed at resolving concerns that had delayed progress on the CLARITY Act despite broad bipartisan interest in establishing a federal regulatory framework for digital assets.

Witt later confirmed his continued involvement in the legislative effort through a post on X, revealing that his mandatory Georgia Army National Guard training had been deferred. He said the decision would allow him to remain in Washington and continue working on the CLARITY Act as it approaches a Senate vote.

Witt also thanked President Donald Trump and White House AI and Crypto Czar David Sacks for the opportunity to continue working on the legislation, adding, “Let’s finish the job.”

While negotiators have confirmed that an agreement was reached, the specific language of the ethics provision has not yet been made public. Democratic lawmakers are also awaiting the revised legislative text before formally evaluating the proposal.

The agreement comes after negotiators spent months debating restrictions that would apply to presidents, vice presidents, members of Congress, and other senior federal officials involved in cryptocurrency investments or digital asset-related businesses. While the final legislative text has not yet been publicly released, sources familiar with the negotiations described the agreement as a key milestone in advancing the legislation.

Why the Ethics Provision Became a Major Issue

Democratic lawmakers argued that any market structure legislation should include safeguards preventing elected officials and their immediate families from financially benefiting from crypto policies while in office.
