Tether Signs Nairobi Securities Exchange MoU, Third African Continent Expansion Move in July

Tether signed an MoU with the Nairobi Securities Exchange to explore tokenized securities, instant settlement, and possible USDT integration as part of its broader global expansion strategy.

Tether and the Nairobi Securities Exchange signed an MoU on July 28 to explore tokenized securities, instant settlement, and possible USDT integration. The agreement discloses no timeline, no financial terms, and makes USDT’s role conditional on Kenyan law permitting it. The deal also lands as the third stop in a month of Tether expansion moves, after Mercado Bitcoin and Pact Labs.

Tether’s Nairobi Securities Exchange MoU commits both sides to explore a blockchain-based settlement layer for Kenyan equities, but it stops short of committing to one. The memorandum outlines tokenized securities infrastructure and an AML/KYC onboarding pilot alongside the potential use of USDT as a settlement asset; that last piece is explicitly gated on regulatory permission that doesn’t yet exist. No party has disclosed a timeline or financial terms for any of it.

Tether has built a habit of signing exploratory agreements with exchanges and institutions faster than regulators can define the rules those agreements depend on, while also expanding its blockchain infrastructure through initiatives such as Native USDT on Bitcoin. Kenya’s digital-asset framework hasn’t caught up to what this MoU proposes. The obstacle isn’t technical. NSE already has the Hedera Governing Council seat and blockchain governance experience needed to run tokenized settlement. What’s missing is legal definition: USDT’s use as a settlement instrument in Kenyan capital markets isn’t defined yet, which is why the MoU language hedges it rather than commits to it.

What the deal actually covers

Beyond the settlement question, the MoU splits into three concrete workstreams: an investor-education program for NSE-listed brokers and retail investors, a Hadron-based tokenization pilot for fractional access to securities aimed at both domestic and diaspora investors, and joint design of onboarding flows meant to satisfy Kenyan AML/KYC requirements. All three are framed as exploration, not deployment. None carry a stated launch date.

The pattern behind it

This isn’t NSE’s first blockchain move, and reading it in isolation misses the trend, though the specifics of that history rest on secondary reporting we haven’t independently verified.

The exchange is reported to have:

  • August 2024: Announced plans for digital-asset ETPs.
  • October 2024: Taken a governing seat on the Hedera network.
  • 2025: Formed an Innovation Lab with the Hedera Foundation and Hashgraph as its first strategic technology partners.

Notably, Tuesday’s Tether announcement made no mention of that Lab, a gap worth watching, if the reporting holds up, since it would leave unclear how a Hadron-based pilot fits alongside a Hedera-based commitment the exchange may have already made.

Three July Deals Reveal a Consistent Global Expansion Strategy

Tether’s side of the pattern is easier to verify directly, since July’s deal flow comes largely from Tether’s own announcements. It’s also reported, though not independently confirmed here, that the NSE agreement follows a similar MoU Tether signed with Dubai’s Multi Commodities Centre in June 2026, and that Tether holds existing tokenized-ETP arrangements with KraneShares and Bitfinex Securities. What is confirmed directly is July’s own record:

  • July 7 – Mercado Bitcoin: Tether made a $20 million strategic investment to support onchain financial infrastructure in Latin America, including tokenization, payments, credit, and capital markets.
  • July 14 – Pact Labs: Tether led a $7 million Series A funding round to expand USA₮ integration across payroll, earned wage access, credit, and payment services.
  • July 28 – Nairobi Securities Exchange: Tether signed an exploratory MoU with the exchange to assess tokenized securities, blockchain settlement infrastructure, and potential USDT integration, with no financial terms disclosed.

The three deals aren’t identical, one is an equity investment in a US payroll-stablecoin play, one is a growth-stage bet on a Latin American exchange, and one is a non-binding exploratory MoU with no dollar figure attached at all. But they share a shape: each extends Tether’s stablecoin infrastructure into a specific regional or vertical financial system rather than expanding USDT trading volume directly. Read together, the Nairobi MoU looks less like an isolated bet on African capital markets and more like the same expansion logic applied to a third continent in a single month.

What would resolve the uncertainty

The MoU itself won’t answer whether USDT becomes NSE’s settlement layer. Kenyan regulatory movement on stablecoin use in capital markets will. Until that’s defined, everything here stays exploratory: the tokenization pilot, the onboarding flows, and USDT’s role all wait on the same unresolved regulatory question.
